Duties
As a Physical Security Inspector, you will serve as a region-based inspector responsible to plan, conduct and report inspections associated with physical security of operating light-water reactors, decommissioning reactors and independent spent fuel storage installations (ISFSIs), in accordance with the NRC inspection manual, to identify security vulnerabilities at sites and determine what type of threats exist and to verify that regulatory requirements are being satisfied. Areas evaluated include: Access Control, Access Authorization, Fitness-for-Duty, Equipment Performance Testing and Maintenance, Security Training, Protective Strategy, Target Sets, Protection of Safeguards, Security Plan Changes, Independent Spent Fuel Storage Installation Security and Performance Indicator Verification.
Duties include, but are not limited to:
Performing physical security inspections to evaluate licensee physical security programs to identify potential physical security vulnerabilities or inadequacies related to the safeguarding of reactor and ISFSI sites.
Performing routine and complex inspections, allegation inspections, reactive and supplemental inspections of reactor and ISFSI facilities to observe and assure conformance to NRC rules and regulations, inspection procedures and orders. Keeping abreast of current physical security policies and participating in regulatory and inspection improvement initiatives.
Independently planning and preparing for the scope of assigned group or individual inspections to obtain sufficient information through direct observation and verifications of licensee activities.
Writing reports of, or providing input for, inspection findings to document whether the facility physical security program is implemented effectively, the licensee’s management control program is effective, and regulatory requirements are being satisfied.
Responding to incidents reported by NRC licensees in the security/safeguards area and following up on identified problems to ensure that NRC licensees have taken appropriate corrective actions.
Participating in emergency preparedness drills and exercises as a participant or evaluator in order to maintain the emergency preparedness effectiveness of the agency and ascertain the licensee’s ability to effectively manage and control emergency response in the safeguards area.
Participating in NRC communication/out-reach initiatives involving licensees, the public, and Federal, State, and local officials.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-12) in the Federal service, or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience that demonstrates a thorough knowledge of the theories, principles and practices in physical security systems, processes, equipment and procedures at nuclear power plants with particular emphasis in the areas of vulnerability assessment and knowledge of response force capabilities; detection and assessment hardware; defensive strategies; and, response tactics.
The ideal candidate for this position should have the following knowledge, skills and abilities:
(1) Demonstrated knowledge of physical protection systems, processes, techniques, equipment, hand-held weapons, explosive devices, procedures and associated training programs at an NRC-licensed facility.
(2) Demonstrated ability to perform, independently or in small groups, field and program assessment or audits of plant security systems, equipment, and processes, including operational and performance testing of assessment and intrusion detection systems, to evaluate their effectiveness and to identify potential vulnerabilities in protecting against the design basis threat at an NRC-licensed facility.
(3) Demonstrated experience in evaluating physical security plans, contingency response plans, training and qualification plans, access control programs, fitness for-duty programs and processes, and access authorization programs at an NRC-licensed facility.
(4) Demonstrated experience evaluating potential threat information and implementing or recommending appropriate response actions at an NRC-licensed facility.
(5) Demonstrated ability to communicate well, both orally and in writing.
