Duties
As a IT Specialist (INFOSEC), you will: Serve as Subject Matter Expert (SME) for the agency’s cybersecurity incident management and Network & Security Operations Center (NSOC) services.

Collect, process, preserve, analyze, and present computer-related digital forensics evidence in support of network vulnerability mitigation, and/or criminal, fraud, counterintelligence or law enforcement investigations.
Apply tactics, techniques, and procedures for a full range of investigative tools and processes to include but not limited to interview and interrogation techniques, surveillance, counter surveillance, and surveillance detection, and appropriately balances the benefits of prosecution versus intelligence gathering.
Use defensive measures and information collected from a variety of sources to identify, analyze, and report events that occur or might occur within the network in order to protect information, information systems, and networks from threats.
Respond to crisis or urgent situations within the pertinent domain to mitigate immediate and potential threats. Use mitigation, preparedness, and response and recovery approaches, as needed, to maximize survival of life, preservation of property, and information security. Investigates and analyzes all relevant response activities.
Conduct assessments of threats and vulnerabilities, determines deviations from acceptable configurations, enterprise or local policy, assesses the level of risk, and develops and/or recommends appropriate mitigation countermeasures in operational and non-operational situations.
Install, configure, test, operate, maintain, and manage networks and their firewalls, including hardware (e.g., hubs, bridges, switches, multiplexers, routers, cables, proxy servers, and protective distributor systems) and software that permits the sharing and transmission of all spectrum transmissions of information to support the security of information and information systems.
Install, configure, troubleshoot, and maintain server configurations (hardware and software) to ensure their confidentiality, integrity, and availability. Also manage accounts, firewalls, and patches. Responsible for access control, passwords, and account creation and administration.
Develop and administer databases and/or data management systems that allow for the storage, query, and utilization of data.
Develop system concepts and work on the capabilities phases of the systems development lifecycle; translates technology and environmental conditions (e.g., law and regulation) into system and security designs and processes.
Manage and administer knowledge management processes and tools that enable the organization to identify, document, and access intellectual capital and information content.

Conduct training of personnel within pertinent subject domain. Develop, plan, coordinate, deliver and/or evaluate training courses, methods, and techniques as appropriate.

Qualifications

Applicants must possess IT related experience demonstrating EACH of the four IT Specialist competencies AND one year of specialized experience as described below:

Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You must have one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify at the CU-13 level, you must have one full year experience equivalent to the CU/GS-12 level in federal service (obtained in either the public or private sectors.) This experience must include:

To qualify at the CU-14 level, you must have one full year experience equivalent to the CU/GS-13 level in federal service (obtained in either the public or private sectors.) This experience must include:

Leading computer network defense activities across an enterprise IT network, briefing executive leaders on cybersecurity threats and risk.

The ideal candidate will possess the following certifications:
1. Contracting Officers Representative Level 1
