Duties

The incumbent is responsible for the audiovisual productions of the highest informational quality, artistry, and creativity.
Performs all phases of audiovisual production, i.e., producer-director, camera operator, storyboard development, and content editor; selects narrator, talent, and locations; designs studio scenery; plans photography and casting; selects appropriate sound effects; determines appropriate style of music in accordance with copyright laws; collaborates with staff and clients on visual elements; and sequences, adjusts, and enhances the audio and visual elements of the final production; contracts with outside entities to secure full staffing and equipment needs
Performs a variety of still and aerial photography using an assortment of equipment:
Operates and/or instructs others in the operation of camera and related equipment to ensure proper framing, lighting, aperture, exposure, depth of field, field of view, etc. Prepares captions for all still photography to include digital photographs, black and white film, color film, and 35mm slides.
Carries out special projects as assigned by the supervisor. Projects may include, but are not limited to, the production of major exhibits; general support for major public meetings, including the presentation or staging of Reclamation audiovisuals; and assistance in Reclamation visual communication projects.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement – this information must be clearly supported in the resume.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience which includes: 1) independently use a broad range of still, digital, SLR, and video cameras to produce professional grade multimedia products; 2) planning, organizing, directing, producing, and editing a wide range of audiovisual productions; 3)operating ancillary equipment needed for professional grade video production such as video switchers, controllers, audio mixers, and photo and video editing software; 4) utilizing a variety of methods, techniques, equipment, and materials to perform photography, photo editing, digital image archiving and storage for a large organization; 5) producing and troubleshooting professional grade AV products; 6) adapting and integrating new and emerging video production technologies into existing systems.

This position does not allow substituting education for experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
Category rating and selection procedures will be used to evaluate applications from this announcement.
