The current vacancy position is a permanent, full-time position. Salary: $5,178 to $6,299 per month (SR-24, Step C to Step H). Note: Hiring rates will be based on availability of funds, the applicant’s qualifications, and other relevant factors. As a condition of employment with the State of Hawaii, all qualified external candidates who have been given a conditional offer of employment must show proof of full COVID-19 vaccination and shall be fully vaccinated by his/her/their employment start date. Duties Summary

The General Professional V independently performs highly complex professional work; supervises a staff of professional workers comparable to the IV level; serves as a project or team leader (e.g., initiates and completes highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area; and performs other related duties as assigned. This position is located in the Department of Budget and Finance, Financial Administration Division, Bonds Administration Branch, and is responsible for the oversight of all compliance activities relating to the issuance and post-issuance of tax-advantaged General Obligation bonds issued by the Department of Budget and Finance; and the issuance and post-issuance compliance for tax-advantaged bonds issued by other state agencies. The position reviews bond-financed assets to ensure compliance with bond documents and Federal and State laws, rules and regulations; establishes and maintains record retention requirements; implements and takes necessary action on non-compliance issues or problems; makes recommendations for correction; and performs other related duties as assigned.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements: Basic Education: Bachelor’s degree from an accredited four-year college or university. General Experience: One (1) year of responsible professional work experience which required a high degree of analytical skill which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action. The experience must have been comparable to the General Professional IV in the State service AND must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled: The General Professional IV independently performs complex professional work which involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution. Selective Certification Requirement (Public Debt Compliance Experience): In order to effectively perform the duties and responsibilities of this position, applicants MUST possess demonstrated substantive knowledge of Federal and State laws, rules and regulations relating to government issued tax-advantaged bonds; procedures and system requirements relating to the issuance and post-issuance tracking of such bonds; appropriate internal review and recordkeeping/retention systems; certification and disclosure requirements; and the ability to plan, implement, and monitor a compliance program. Therefore, certification of eligibles for this position shall be restricted to those applicants who meet the minimum qualification requirements for the class General Professional V, and whose experience included at least one (1) year of professional work experience demonstrating the knowledge and abilities described above. Such Public Debt Compliance experience above may have been gained concurrently with, or in a separate capacity from, the aforementioned General Experience. Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential. Substitution Allowed: Relevant substitution as described in the Minimum Qualification Requirements, will apply. This does not apply for the Public Debt Compliance Experience.
