Duties Summary
The Hawaii Emergency Management Agency (HI-EMA) Finance and Administration Section provides fiscal, accounting, grants management, procurement, and contract administration services relative to administering federal funds needed for EMPG and other related grants.
The purpose of the position is to perform a variety of tasks relative to the monitoring and coordination of grant activities in relation to EMPG and other related grants. Activities include assisting the Grants Program Manager to ensure effective and efficient oversite of all pe- and post- grant activities, monitoring grant activities to ensure administrative compliance with federal requirements, data collection, reporting, preparing reports, grant communications, and assisting with the formulation grant proposals.
This position also serves as a State Emergency Response Team (SERT) member during emergencies and disasters.
Minimum Qualification Requirements
Knowledge of the laws, rules, regulations, policies and procedures applicable to emergency planning, disaster relief and grants management; public and private community agencies and other resources; program planning and evaluation, program management and outcome tracking, proposal development, sources of grants; research methodology and statistical procedures; Federal, State, and local laws and ordinances related to grants; basic accounting principles and practices.
Ability to organize, and prepare grant program applications; collect, analyze and interpret data and financial information; prepare reports; speak and write effectively; ability to manage multiple priorities simultaneously, work under a deadline and pivot priorities, develop and maintain effective working relationships with others.
Graduation from an accredited four (4) year college or university with a bachelor’s degree. Pertinent work experience may be substituted for college education on a year-for-year basis subject to demonstration of skills.
Two and a half (2.5) years of progressively responsible professional project management, research, grant proposal and development, grant management or comparable experience.
Current valid Driver’s License to operate a vehicle in the State of Hawaii.
Other Information
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be “at will”, which means that you may be discharged from your employment at the prerogative your department head or designee at any time.
