Minimum Qualifications

Bachelor’s degree in Transportation, Business Administration, Public Administration, Engineering, or related field. A minimum of seven years of progressively responsible experience in the operations and maintenance of a multi-modal public transport system to include four years in a senior management position is required. Proof of education and work experience to meet minimum qualifications must be presented and will be verified.

The Opportunity Deputy Director, Operations

The Department of Transportation and Public Works vision statement is To enable and deliver multimodal transportation solutions for Miami-Dade County that meet the mobility needs of today while planning for the needs of future generations. To that end, the Deputy Director, Operations will regularly make decisions about how to best direct the Departments daily operations. This might include addressing any operational issues that hamper progress in the short term, as well as working with the DTPW Director/CEO to resolve any long-term operational challenges.

The newly appointed DTPW Director/ CEO has initiated the Departments reorganization to better align the organization to meet the needs of the citizens and to achieve the Miami-Dade County Board of County Commissioners identified strategic goals. Under the reorganization, two (2) Assistant Directors will report directly to the Deputy Director, Operations, all of which oversee transit and transportation operations and maintenance-related divisions for the Department. They are responsible for the operational and support functions, as well as the vehicle, facilities, and systems maintenance for the entire transit fleet.

Under the current leadership, DTPW has been reorganized as a matrix management model to manage its varied yet interrelated workload. The Deputy Director, Operations plays a key role as he/ she has the authority over the operational functions, as designated by the DTPW Director/CEO, with the important oversight of how money is spent, how to measure the impact of those dollars, and how operations and procurement work together to leverage those resources. The Department of Transportation and Public Works is a fast-paced setting that handles multiple responsibilities with high expectations of quality and consistency. To that end, the Deputy Director, Operations will require a business acumen that understands the business and financial implications of decisions and aligns work with the Directors strategic goals and the County’s Strategic Miami Area Rapid Transit (SMART) Plan.

Primary duties and responsibilities include:
Collaborate with the DTPW Director/CEO in setting and driving organizational vision, operational strategy, and hiring needs
Translate strategy into actionable goals for performance and growth helping to implement organization-wide goal setting, performance management, and annual operating planning
Oversee company operations and employee productivity, building a highly inclusive culture ensuring team members thrive and organizational outcomes are met
Ensure effective recruiting, onboarding, professional development, performance management, and retention
Provides technical advice and assistance to other departments, elected and appointed officials, other governmental jurisdictions, and consultants in the planning and execution of DTPW system improvements, programs, projects, and other transportation matters.
