Full Job Description :-
This position provides clerical support for the department”s data processing functions.
Performs various billing duties related to the utility services provided by the City. Duties include processing of meter reading data, generation of service orders, problem-solving customer accounts, preparation of billing registers, and assisting other departments with payment processing and collection issues. Ensures accuracy of customer billing, providing customers with a high level of professional service. Follows all City policies and Ordinances. Job Duties
Processes utility bills; analyzes commercial and residential bills for errors and adjustments.
Enters service order for connections, disconnections, and occupant changes.
Runs meter reports; reviews reports for errors, tampering, or stopped meters.
Reviews and processes adjustments as appropriate.Generates adjustments as needed to correct account problems, close accounts, and correct processing/computer errors.
Assists with customer service calls.
Creates and maintains billing fees.
Changes out electric, gas, and water meters for Automated Meter Reading (AMR) devices.
Prepares meter re-read lists.
Identifies suspected water leaks and forwards to appropriate personnel.
Maintains office supply inventory; makes purchases as needed.
Reviews and processes bank drafts.
Updates commercial garbage rates.
Processes customer late notices.
Assists in the training of other employees in the performance of billing specialist duties.
Generates, verifies, and corrects various monthly and year-end billing reports including: deposit register, closed account report, adjustment register, accounts receivable report, and revenue reports.
Handles difficult customers and assists Customer Service Representatives with problem accounts and other difficulties which arise from the job. Refers major complaints to Data Processing Manager for resolution.
Researches and responds to consumer problems such as high bills, cut-offs, misread meters, payment posting errors; coordinates work with other functions to resolve problems; initiates actions to resolve problems.
Maintains billing department records, including month and year-end reports, adjustment records and meter reports.
Performs related duties.
Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
The work is typically performed in an office or computer room.
The Data Processing Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
Guidelines include city and department policies and procedures. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of related customer service and clerical duties. The volume of data combined with strict deadlines and the need for accuracy contribute to the complexity of the position.
The purpose of this position is to provide clerical support for the city”s data processing and utility billing and. Success in this position results in the efficiency, effectiveness, and accuracy of those functions.
