Graphic Design Specialist (Public Communication Specialist I)

The City’s Communications Department is responsible for the management and dissemination of public information, including strategic marketing and community relations; media relations; videography and Springs TV; visual design; and digital and web services for the City of Colorado Springs – Olympic City USA. The Communications Department is the official source of information connecting residents with their city. The department engages with civic partners to transparently promote city government while responding to the information needs of residents, visitors, staff and the general public.
The City of Colorado Springs seeks a seasoned creative design professional to serve as a Graphic Design Specialist and visual storyteller. In this position, you will be responsible for developing innovative design solutions to address departmental needs while working within a group of creative professionals in a team environment. The successful candidate will bring modern design skills and have experience in a variety of visual communications mediums, with an emphasis on digital visual storytelling. You will also function as a creative contributor to various teams and individuals and will report directly to the Lead Marketing Communications Specialist. The successful candidate should show initiative, be able to provide constructive feedback and take direction.

Essential Job Functions- the basic job duties an employee must be able to perform:

Coordinate creative concepts and provide graphic design for flyers, posters, brochures, ads, handouts, invitations, direct mail, publications, annual reports, PowerPoint presentations, television and motion graphics, social media and web graphics, newsletter graphics, branding and iconography, form design, signage, and other specialty services as required
Prepare original designs from proposed concept to final production
Collaborate on the planning, development, implementation, and management of communications initiatives with other team members, emphasizing vibrancy, safety and service
Implement a consistent look, tone and feel by leveraging City of Colorado Springs brand standards and guidelines across all media platforms
Work closely with cross-functional teams to understand needs and oversee quality control
Assist departments in determining a project’s scope and requirements and help convey expectations based on overall City priorities and job queue
Work in a fast-paced, deadline-driven environment

We are looking for candidates who demonstrate:

Knowledge of:

Working with established and evolving brands
Current graphic standards, layout and production techniques
General knowledge of photography and digital photo manipulation
Marketing, advertising and promotion
Adobe Creative Suite (InDesign, Illustrator, Photoshop and Lightroom)

Ability to:

Work on collaborative projects that include publications, print, web/electronic media, photography, video, and social media campaigns
Solve complex visual communication challenges
Conceptualize and execute comprehensive marketing campaigns through visual media producing a strategically grounded and relevant design
Display a deep understanding of social media best practices
Maintain confidentiality
Produce quality work independently
Proof and edit written materials
Handle multiple work assignments and meet strict deadlines
Communicate effectively, orally and in writing

Successful candidates will have

A bachelor’s degree from an accredited college or university with major coursework in communications, marketing, journalism, media, or a related field
One year of full-time public relations, communications, digital media content creation, or marketing experience
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.

Ideal candidates will also have

Experience which demonstrates creative and innovate design for variety of print, digital and environmental mediums, with a focus on conceptual design

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
