GENERAL DEFINITION OF WORK:
Performs a variety of routine law enforcement and public contact work in enforcing codes and ordinances governing parking, and assisting the public by providing information about parking locations and regulations. Oversees the work of part time employees in order to ensure that work assignments are completed correctly, safely, and in a timely manner.
TYPICAL FUNCTIONS:
Demonstrates a superior understanding of parking regulations within the City of Boca Raton. Performs complex parking enforcement and investigation of complaints. Collects cash/coins from meters, performs meter installations, and addresses customer service issues. Patrols assigned areas to enforce the City’s parking regulations and inspect meters. Issues summons, explains parking regulations and procedures to vehicle operators and contacts towing company as needed. Distributes daily assignments and provides assistance to Part Time Parking Enforcement Representatives concerning parking enforcement activities. Exercises initiative and independent judgment in the resolution of routine daily issues and problems. Operates a hand-held computerized system to check status of metered parking spaces and other related parking violations, and issues citations accordingly. Maintains accurate chalking records for vehicles parked in various timed sections in the City. Monitors safety of children, pets and parked cars in assigned enforcement area; Assists citizens with such matters as locked or stalled vehicles, traffic safety, traffic direction, etc; Reports and monitors dangerous road and sidewalk conditions; monitors traffic signals and signs; Identifies and records information on possible abandoned or stolen vehicles, and reports same to proper authorities; Answers a variety of questions from the public regarding parking regulations, parking facilities, basic traffic regulations, location of public facilities, points of interest, and other public information; Serves as a member of various employee committees as assigned; Provide backup for related positions.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of parking operations and enforcement, including the maintenance and repair of parking equipment. Working knowledge of use and care of mechanical and power hand tools. Read, understand, enforce, and explain diagrams, municipal codes, ordinances, rules, regulations, and other parking enforcement policies and procedures using tact, patience and courtesy. Communicate clearly and concisely, both orally and in writing Basic knowledge of supervisory principles, practices, and techniques. Perform mathematical calculations as required. Analyze situations accurately and adopt an effective course of action. Drive city vehicles in safe and efficient manner, while observing state and local traffic laws. Knowledge of occupational hazards and appropriate safety precautions. Establish and maintain effective working relationships with City officials, other public and private sector entities, other employees, and the general public and to provide information and assistance as requested.
EDUCATION AND EXPERIENCE:
Must possess a High School Diploma or GED. Minimum of one (1) year of paid work experience in parking systems operations and enforcement, or a closely related field is required.
CERTIFICATIONS / PROFESSIONAL LICENSES: Possess State of Florida parking enforcement specialist certification to issue parking citations or obtain certification within 90 days from date of appointment.
SPECIAL REQUIREMENTS:
Possession of a valid State of Florida Class “E” driver’s license with no more than six (6) points in a three (3) year period.
Required to work nights, weekends and holidays, as necessary, to perform assigned responsibilities.
PHYSICAL DEMANDS: Tasks may require employee to climb, stoop, kneel, crouch, or crawl. Must be capable of performing work while tolerating cold, hot, high humidity and rainy days without air conditioning with continuous lifting, kneeling, bending, and the ability to lift, push or pull 50 pounds.
