General Description

Performs primary duty that is management of the enterprise in which the employee is employed or a recognized department or subdivision thereof; customarily and regularly directs the work of two or more other employees; has authority to hire or fire other employees or suggestions or recommendations regarding hiring, firing, advancement, promotion, or any other change of status of other employees is given particular weight; compensation meets minimum standards.
This is a management position responsible for providing park facilities and recreation programs through the development, direction and administration of the Parks and Recreation Department.
Work is performed under the direction of the City Administrator. However, the Director exercises considerable latitude and judgment in the accomplishment of departmental objectives and in interpreting the needs and desires of the community. Work is reviewed through observation, conferences, analysis of reports and through evaluation of results achieved.

Essential Job Functions

Plans, directs and manages the development and delivery of parks and recreation leagues, programs, events; and, the maintenance and enhancement of city parks, cemeteries, day and evening camps, and facilities.

Oversees the programming and scheduling of recreation buildings, facilities, parks, athletic fields.

Administers the application process, collection of deposits and fees, and delivery of services for Parks and Recreation programs, events, facilities, and day and evening camps.

Manages and oversees related contracts.

Makes recommendations for the planning and construction of new Parks and Recreation facilities, and renovation of existing Parks and Recreation facilities. Supervises approved projects.

Develop, direct and administer policies, procedures, work performance and safety standards, as well as compiles data for documentation, maintains accurate records and submits reports as required.

Prepares and manages the department budget, monitors and controls expenditures, reviews and approves purchase requisitions, quotes, and bids. Assists with writing and submitting Parks and Recreation grant applications for ongoing and new projects.

Exercises direct authority over all department functions and personnel, in accordance with approved policies and procedures. Supervises department staff, including selecting or recommending selection, establishing staffing standards, organizing training, assigning and evaluating work, coaching and counseling, and discipline in accordance with established policies and procedures.

Ability to establish and maintain effective working relations with employees, supervisors, other organizations and the general public.

Develops short and long-range plans, and oversees implementation of plans to ensure adherence to organizational standards, policy and procedures. Make revisions as needed.

Oversees administrative matters such as conducting special studies, reviewing and preparing Council agenda items, preparing routine or special reports.

Reviews all existing Parks and Recreation responsibilities and programs for effectiveness and makes recommendations for enhancement or modification as appropriate.

Ensures compliance with related laws and guidelines, and affords related training for personnel.

Receives and responds to employee and public inquiries, concerns and complaints regarding Parks and Recreation responsibilities and functions, including the services provided by department staff.

Prepares and/or directs the preparation of various reports, presentations, recommendations and other documents as required by the City, state, federal and/or other agency.

Conducts staff, committee and other meetings and conferences. Prepares and makes oral and written presentations to exchange information, including presentation to the City Council.

Attends training, seminars and conferences, and conducts research to stay abreast of legislation and trends in the field of parks and recreation.

Works jointly with governmental agencies, municipalities, civic organizations, advisory boards, businesses and associations, as well as with other City departments.

Qualifications

Bachelor’s degree in Recreation Administration, Leisure Services, Athletics Administration, Physical Education, or closely related field. Preferred Qualifications: Master’s Degree in a closely related field. At least five (5) years of experience in a Management or Executive level position in a Parks and Recreation Department for a municipality or county. Professional certification through the National Recreation and Parks Association.

Minimum of ten (10) years of experience in the management and supervision of staff, services and facilities in public recreation, with demonstrated expertise in at least three of the following areas: Recreation Programs, Athletics, Events, Parks, Sports Complex.

Demonstrated experience in the planning and oversight of public recreation budgets of at least $3 million.

Must possess a valid State of Florida driver’s license.

Knowledge, Skills and Abilities

Knowledge
Thorough knowledge of current principals, practices, procedures and objectives of public parks, and recreation administration, including laws, regulations and safety standards. Ability to read, interpret, apply, and explain regulations, guidelines, policies, and procedures. Ability to develop and evaluate programs and services that meet the recreational needs of the community.

Knowledge
Knowledge of the principles of budget development and management, with ability to prepare, direct and administer fiscal budget.

Ability
Ability to exercise initiative and independence of judgment and action. Knowledge of principles and practices of management and supervision, including the ability to direct, train, coach, and evaluate the work of assigned staff.

Ability
Ability to establish and maintain effective working relationships with City employees, City officials, civic organizations and the general public. Skilled in utilizing problem-solving strategies on a daily basis.

Ability
Ability to communicate clearly and concisely, orally and in writing. Ability to understand and effectively carry out written and oral instructions. Ability to establish and maintain work records and prepare reports.

Skill
Skilled in preparing clear and concise written reports and keeping accurate records.

Knowledge
Knowledge of current technological capabilities and applications, including ability to use a computer, modern office equipment, Microsoft Office Suite, and to learn new online programs and software.

Ability
Ability to type, hear, speak, read, write, edit, run, swim, and operate motor vehicles and standard office equipment.

Physical Requirements

Work requires constant public contact, detailed inspection, reading, writing, typing, public speaking, very frequent walking, sitting, and standing. Work will occasionally involve lifting of up to 40 lbs, bending, stooping, pushing, pulling, kneeling, crawling, climbing, running, swimming and operating a light weight truck and related city vehicles. Works occasionally in extreme weather conditions. May be called upon to work irregular schedules, including nights and weekends.
