General Description

Provides procurement and coordination of purchasing food, supplies, small wares, equipment and services for the Department of Food and Nutrition Services. Work is performed within the established procurement procedures and standard practices. Decisions require use of judgment based on general guidelines and procurement law.

Essential Job Functions

Purchases approved goods and services utilizing methods of procurement allowed by the Virginia Public Procurement Act and the Chesterfield County Department of Purchasing.
Assists in evaluating products and writes product specifications.
Prepares, proofreads and edits contracts, Invitation for Bids, Request for Proposals and other procurement documents. Monitors contracts to ensure vendor compliance.
Conducts pre-bid conferences and formal bid openings.
Prepares and completes bid tabulation sheets for approval by the Director
Assists in determining method of procurement; prepares and evaluates bids and makes bid recommendations.
Meets and/or contacts vendors to resolve issues i.e. delinquent deliveries, delivery issues, or out-of-specification items.
Facilitates delivery schedule between distributors and schools sites.
Researches and locates new sources for food, supplies and small equipment.
Assist with managing all contracts and issues i.e. out of stock, cancellations, recalls, product quality, and weekly add-ons to orders.
Assists with the distribution of small wares, equipment and individual invoicing of items by school.
Prepares, maintains and reviews files, reports, lists and other records. Maintains detailed and organized files; track payments and deadlines; perform contract-closing activities as needed.
Assists with taste testing and Food Fair.
Coordinator of the USDA Commodity Program – DOD FFAVORS Program and WBSCM, USDA FFV Programs, under the supervision of the Business Manager.
Provides schools with weekly processed foods reports, delivery notices, and allocation of commodities per school.
Develops holiday delivery schedules and product needs.
Schedules vendors for product testing and orders product samples.
Participates in training of Managers and Asst. Managers.
Assists in Monthly Manager Meetings and meeting planning.
Works as part of a team with Nutritionist and Chef to plan selection and delivery of menu items.
Performs other related duties as assigned.

Qualifications

Considerable knowledge of public procurement principles and practices; of public procurement laws and regulations. Working knowledge of the bid and request for proposal process and of research methodologies. Working skill in the use of applications and of personal computers utilizing spreadsheet, word processing, database software and the internet (Excel, Word and Access preferred). Demonstrated ability: to understand, interpret and apply Federal and State guidelines and regulations; to pay attention to detail; in problem analysis and resolution and to communicate effectively with all levels of personnel.

Requirements

Associate’s degree in business or public administration, business, or a related field; three years of experience in public sector procurement; or an equivalent combination of training and experience. Must hold a valid Virginia Driver’s license. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy. Prefer: Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) Applicants considered for employment must successfully complete the following background investigations/tests:

Federal Bureau of Investigation (FBI) Criminal History Investigation
State Police Criminal History Investigation
Child Protective Services (CPS) Investigation
Tuberculosis Screening/Test
